This unit describes the key features of the New Zealand electoral system, the conventions governing it, and how citizens participate in central government.
Elements:
- Describes proportional representation (the MMP electoral system) as it applies to New Zealand
Explains how proportional representation works, including the two-tier electoral system of electorate and list members. Clarifies how governments are formed under the system of proportional representation.
- Describes the principles, conventions and practice of the State Sector which govern the election and formation of government
Discusses the principles and conventions, which apply to a caretaker period of government as well as the election of a new government or re-election of a government.
- Describes how New Zealand citizens as individuals and/or as groups participate in central government
Explains how citizens participate through the electoral process and also through representation in parliament.
